Of Record

Data licence

This licence covers bulk access: the API, nightly exports, and one-off datasets. It does not restrict reading, quoting or linking to the public pages, which anyone may do. Last updated 2026-09-26.

What is licensed

The compilation: Of Record's structured, verified and normalised record of municipal proceedings — decisions with movers and outcomes, recorded votes, attendance, declared interests, agenda items, development register items, and the identifiers that join them — together with its provenance fields.

The underlying facts are public records and belong to nobody. What is licensed is the work of reading them: the grammar, the normalisation, the verification and the join.

The tiers

TierWhat it allowsPrice
Academic and civic, freeresearch, teaching and non-commercial civic work, with attributionno charge
Product useuse inside your own product or service, no redistribution of the dataset$10,000–25,000 a year
Redistributionthe above, plus passing the data on to your own customers$25,000–50,000 a year

Every tier is a written agreement. The figures above are the range the standard agreement is drawn from, not an automatic price.

Limits

The data describes what municipalities published. Of Record does not warrant that a municipality published everything, on time, or correctly, and is not liable for decisions taken on the basis of the data. Liability is limited to the fees paid in the twelve months before a claim.

Either party may end the agreement with sixty days' notice. On termination, a licensee stops taking new data and may keep what it already holds for its own records, but stops displaying or redistributing it.
