Terms of use

These terms cover ofrecord.ca, every municipality's record published under it, the weekly digests, Council Alerts and the API. Last updated 2026-09-26.

The record is free to read

Every municipality's record stays free at its own address, with no paywall, no advertising, no registration and no ranking of one council above another. Paid products exist, and what they sell is notification, shape and reach — never earlier access, and never anything a reader cannot see for themselves on the public pages.

You may read, quote, link to and republish what you find here, including for commercial purposes, provided you credit Of Record and link to the page you took it from. Bulk and automated reuse is a separate matter and is covered by the data licence.

What we publish, and what we do not

Of Record publishes the public proceedings of municipal councils: meetings, motions, who moved and seconded them, outcomes, recorded votes where a council prints them, attendance as the minutes state it, declared pecuniary interests, agenda items, and the register of development applications where a municipality publishes one.

A figure is published only when it reconciles against the source document's own totals. Anything that does not reconcile is withheld and counted rather than estimated. A municipality that fails any of the twenty automated checks is withheld in full for that night rather than served partially.

About people, Of Record publishes what a municipality itself publishes about people acting in office: name, title, ward, official contact, the municipality's own description of them, and what they did in the meeting. Nothing is assembled about private individuals, and nothing about an officeholder's private life.

Corrections

If something here is wrong, write to [email protected] with the page and what is incorrect. Corrections are made within two business days of being confirmed against the source document. A correction is recorded rather than quietly overwritten: the record keeps what changed and when.

Where the source document itself is wrong, Of Record reproduces it and notes the discrepancy. This record reports what the minutes say; it does not adjudicate them.

Using the sites and the API

You may not attempt to gain access to accounts, keys or systems that are not yours, interfere with the service for others, or present Of Record's material as your own.

API keys are issued to an account and are that account's responsibility. Keys are metered and rate-limited; a key may be suspended if its use threatens the service. Tell us promptly if a key is exposed and it will be replaced.

Automated bulk collection from the public pages is not the intended route and may be rate-limited. The API exists so that it does not have to be.

Paid subscriptions

Prices are as shown at the time of purchase. Subscriptions renew until cancelled, and may be cancelled at any time from the account; access continues to the end of the paid period and no partial period is refunded, except where the law requires it or where the service failed to deliver what was paid for — in which case write to us.

Payment is handled by Stripe. Of Record never receives or stores card details.

Invoiced arrangements, including the data licence, are governed by their own written agreement, which prevails over these terms where they differ.

What is promised, and what is not

Of Record is built to be accurate and says how it knows what it knows. It does not promise that a municipality published everything, published it on time, or published it correctly. It does not promise that every meeting has been read: coverage is stated per municipality and per layer, and a gap is shown rather than hidden.

The service is provided as it is. Of Record is not liable for indirect or consequential loss, and its total liability for any claim is limited to the amount paid for the service in the twelve months before the claim. Nothing here limits liability that cannot be limited by law.

This is a record of public proceedings. It is not legal advice, and a decision with consequences should be checked against the municipality's own document, which every page links to.

Changes, and the law that applies

These terms may change; the date at the top says when they last did, and a material change to a paid service will be sent to account holders by email before it takes effect. These terms are governed by the laws of Ontario and the laws of Canada that apply there.
